Are this radios need to be programmed?

XPR7580 required to be programmed or its already programmed once ship?
In the even that item is recieved but not programmed, can we program it ourselve our it requires a certified technician to do it?

These are business and government radios. They should be programmed by your existing radio company or your internal radio administrator. Since they almost always are on trunking networks, they require sophisticated programming. They should not be programmed by those who do not have experience with radios.
